It's the irony that was found on a placard in a public meeting . The way politicians disrupt Parliament and Assemblies on issues by finely twisting it to change the stance, depending on if they are in power or not.The issues on which they once  moved laws in parliament or in Assembly, or drafted convenient administrative rules are trampled upon to catch votes. The quote is more in criticism of politicians than in praise of terrorists. Terrorists unite the aam admi Indian psyche like what happened after 26/11.
